The petitioner has been denied transfer of Project Affected Person (PAP) certificate from the name of his deceased grandfather to his own name. The reason was delay in preferring such application.

We have considered the scheme and the relevant Government Resolution in that regard. A period of 18 years has been prescribed for making an application for grant of PAP certificate and not for transfer. As such authority concerned ought

2 978.WP.4948.23.odt not to have relied on the said provision. The learned advocate for the petitioner submits that the petitioner is only person claiming transfer of the certificate in his name. He meant to say that no other heirs are their to claim the same. If this is so and it being not the case of grant of PAP certificate for the first time, we direct the respondent No.3 to do the needful in favour of the petitioner after obtaining the original PAP certificate standing in the name of the petitioner's grandfather namely Narayan Nagorao Deovare. 4.
