The petitioners who are the employees of the respondent Zilla Parishad, claimed that they are entitled to have additional increments for discharging excellent work in accordance with the policy/circular dated 31.10.1990 and subsequent circulars including circular dated 14.12.2006. 2.

The parties are ad idem that the issue being raised by the petitioners stands covered by the number of judgments of this
(( 2 )) 949-WP-5413-2025 court including Writ Petition No.6332 of 2019 and a group of matters decided on 14.09.2022. They agree that for the same reasons and with similar directions the writ petition can be disposed of. 5.
For the reasons mentioned in the order of this court passed in Writ Petition No.6332 of 2019, the writ petition is allowed partly. It declares that the Government Resolution dated 24.08.2017 would apply prospectively.

Respondent Nos. 5 and 6 shall consider the individual applications if at all the petitioners have submitted or to be submitted hereinafter, on their own merits and decide as to if they are entitled to have such additional increments pursuant to the aforementioned policy, but without resorting to the Government resolution dated 24.08.2017.

We are not expressing anything about eligibility/entitlement of the petitioners to receive such benefit. On scrutiny, such of the petitioners who are found eligible for grant of such additional increments and the consequential benefits, those shall be released by taking appropriate decision within eight weeks.
