The petitioner belongs to Mannervarlu Scheduled Tribe and has been admitted to Engineering degree course as against the seat reserved for Scheduled tribe category in respondent No.3 Government Engineering College. As a result of failure of the petitioner to submit validity certificate, respondent no.3 refused to issue leaving certificate and other documents as requested by the petitioner.

It is not a matter of dispute that tribe certificate validation proposal of the petitioner is pending with respondent no.2 Committee. In the facts of the case, this petition can be disposed of by issuing directions to respondent no.2 Committee to decide the tribe certificate validation proposal of the petitioner as expeditiously as possible, preferably 1/2

912.odt within a period of three months from today and it is accordingly directed.

In the meanwhile, respondent no.3 is directed to issue leaving certificate and return other documents as requested by the petitioner without insisting for production of the tribe validity certificate. 4.

Since father of the petitioner is in receipt of validity certificate, respondent no.3 College authority is directed to not to insist upon the petitioner to deposit additional fees.

With the directions as above, writ petition is disposed of. No costs.
