Learned counsel for the respective parties do not dispute that petitioner is governed by the order passed by this Court dated 29.01.2015 passed in Writ Petition Nos.8779/2014 and connected matters. In the light of that, we adopt same recourse and pass following order. i.

Clause 14 of the impugned Government Resolution shall not apply to the Petitioners for the academic year 2014-15. ii. The Petitioners are entitled for fees reimbursement and all other related benefits based on the earlier Government circular/policy prior to the said impugned Government Resolution (in respect of students admitted through Central Admission Process and belonging to specified reserved category).

iii. It is made clear that we have not considered the arguments canvassed by the learned counsel for respective parties about the powers of the State to frame the policy or otherwise. iv. Accordingly, the writ petitions stand disposed of with aforesaid observations and directions. No costs.
