It would be open for the petitioner to tender complaint to the District Collector for redressal of his grievance. 2.

If petitioner tenders appropriate complaint within a period of four weeks from today, the Collector may conduct enquiry or may cause enquiry to be conducted and may pass appropriate order in accordance with provisions of law, after extending an opportunity of hearing to all the parties concerned, as expeditiously as possible, preferably within a period of four months from the date of receipt of complaint.
