The petitioner claims appointment on compassionate ground. It is submitted that the proposal has been forwarded by the Joint Director of Higher Education to the Director of Education on 6th January, 2018, but no decision has been taken as yet.

We have also heard the learned AGP.

In case, the proposal forwarded by the Joint Director of Higher Education to the Director of Education (Exhibit - "M") dated 6th January, 2018 is pending with the Director of
