The Petitioner has put forth prayer clauses "B", "C" and "D" as under :- "B. By a Writ of Mandamus or any other appropriate Writ or direction in the like nature, the respondent no. 2 may kindly be directed to include the name of petitioner, in "Shalarth Prnali" forthwith and release the arrears of salary of the petitioner within a period of four weeks since the date of appointment till today. C. By issue of writ of mandamus or any other appropriate Writ or direction in the like nature, the respondent no. 2 may please be directed to include the name of the petitioner in Shalarth System within a period of three weeks and further directed to the respondents nos. 3 and 4 to release the arrears of salary of the petitioner within a period of six weeks. D. By issue of writ of mandamus or any other appropriate Writ or direction in the like nature, the respondent nos.3 and 4 may please be directed to accept the salary bills under the signature of respondent no. 5 and sanctioned and release the same within a period of four weeks."

The petitioner's service has been granted permanent approval. His name is still not included in the "Shalarth Pranali". The proposal dated 10.07.2019 is still pending with Respondent No.3. 3.
Considering the above, this petition is disposed off with the following directions :- (a) Respondent No.3 shall forward the pending proposal to Respondent No.2, on or before 15th May, 2023. (b) Respondent No.2 would consider the said proposal and would keep in mind that the petitioner's service has been granted permanent approval and thereafter pass an appropriate order as regards the inclusion of the petitioner's name in the "Shalarth Pranali", within 30 days, if there is no legal impediment. (c) Needless to state, if the petitioner's name is entered in the "Shalarth Pranali", he would be entitled for all wages/salaries, as are payable to him in accordance with the admissible pay-scale.
