Heard learned Counsel for the applicant - appellant who appears to be owner of the alleged offending vehicle. The respondents though served, but remained absent. 2.

The applicant is seeking condonation of delay of 108 days in fling the frst appeal, which appears to be caused due to his fnancial crisis. There is no oppose to the application. As such, the delay of 108 days stands condoned. 3.
