The petitioner desires that his application dated 07.09.2020 addressed to respondent no.2 may be considered by respondent no.1.

The learned Government Pleader submits that the application will have to be forwarded to the District Collector for a decision.

In view of the above, this petition is disposed off. We direct respondent no.2 to conduct an enquiry as is permissible in law and forward the application of the petitioner, if complete in all respects, to respondent no.1, within 45 days.
