Heard the learned Advocates for the respective sides. 2.

Having perused the contents of the Civil Application, which indicate that the proposed amendments in the Writ Petition are on account of subsequent events, this Civil Application is allowed. The amendment in the Writ Petition be carried out, on or before 04/10/2024.

Considering the size of the amendment, a freshly typed amended memo of the Petition paper book shall be placed on record, simultaneously.

The Respondents are at liberty to file their additional affidavit-in-reply in view of the proposed amendment/the amendment which is to be carried out. The issue of non-joinder of the parties, is kept open.

In the event, the Petitioners are desirous of adding all those candidates, who are likely to be affected by the outcome of their Petition, the Petitioners would take out a Civil Application for the said purpose.

Insofar as the original record which the learned Advocate for the Respondent/Zilla Parishad has with him in two sealed envelopes, the same shall be preserved by the learned Advocate until further hearing in this Writ Petition and will be opened only when the Court so desires.
