The present Civil Application is filed for restoration of the Writ Petition.

In fact, the Writ Petition was dismissed on the submission of the learned Counsel that, the petitioner is not responding. There is delay of more than 3 years and 273 days in filing the application for restoration. Writ Petition is of the year 1999.

Considering the fact that, matter involves the social status of the petitioner, we are inclined to grant one more opportunity to the petitioner. However, the petitioner also deserves to the mulct with costs. 4.

The Civil Application is allowed on condition that the applicant shall
