Learned Advocate for the petitioners seeks leave to add the Hon'ble Minister as a party respondent. Leave is granted. The Hon'ble Minister be impleaded as party respondent No.5. Amendment to be carried out forthwith.

In all these petitions, petitioners are seeking directions to the respondent Nos.1 and 5 to decide the proposals dated 29 November 2023 and 12 December 2023, which are pending and awaiting the decisions. Petitioner - Institution has submitted these proposals seeking increase in the intake of the students for implementing the scheme of integrated education of the students belonging to Nomadic Tribe (C).

The proposals submitted by the petitioner are pending before the respondent No.5. They were forwarded by respondent No.4 to the [2]
respondent No.3 and in turn to respondent No.2 with due verification. Under these circumstances, as the proposals are not decided by respondent No.5, the ends of justice would be met by directing respondent No.5 to decide the proposal within stipulated period. 4.
The respondent No.5 shall decide the proposals dated 29 November 2023 and 12 December 2023 within a period of four weeks on their own merits, in accordance with the policy and norms prevailing at the relevant time and the decisions be communicated to the petitioners.
