The petitioner is assailing resolution passed by the Grampanchayat. The petitioner is not the member of the Grampanchayat. The petitioner is not aware of the authenticity of the resolution passed by the Grampanchayat. In absence of the same it would not be possible to accept the contention of the petitioner.

The learned Counsel submits that the petitioner and other villagers have already approached the Collector. It is for the petitioner to prosecute his application with the Collector. The petitioner may, if it is permissible in law, may prosecute his application with the Collector. 3.
