P. C. :- 1] Record indicates that respondent No.4 is duly served in the matter. However, none appears for respondent No.4 when the petition was taken up for hearing.

2] At the outset, learned counsel for respondent No.2 submitted that, as far as the representations dated 28.8.2018 (Exhibit C) and 6.10.2018 (Exhibit D) submitted by petitioner with respondent No.4 is concerned, the respondent No.2 has no direct role to play in its decision. The statement is accepted.

3] In view thereof, respondent No.4 is directed to consider representations dated 28.8.2018 and 6.10.2018 submitted by petitioner, as per the provisions of law and in any case, within a period of 4 weeks from the date of receipt of present order.

4] In view of aforesaid direction, prayer clause (C) of the petition has been worked out and the petition is accordingly partly allowed in aforesaid terms.
