In the light of the earlier order, it is apparent that the petitioner is not to be blamed nor is he responsible for the delay in disposal of the proceedings before the committee. His appointment is also not terminated by the management. In such circumstances, we would expect the respondent nos. 1 and 3 to render all assistance to the petitioners and in the event the salary is with held, the same be released with all arrears as expeditiously as possible. The management shall ignore any communication or directive of the respondent no.3, once we have clarified the peculiar circumstances of this case. 2.

We direct that the petitioner's appointment shall be subject to

( 2 ) 931 wp 6167.17 the final order of the Scrutiny Committee and no equities can be claimed in the event the claim is rejected by the committee. All consequences shall, then, follow and it will be open for the respondent nos.1 and 3 as well to take necessary action and in accordance with law. The writ petition is disposed of.
