Learned Senior Advocate submits that it is a dispute arising out of the decision dated 18/04/2023 regarding forfeiture of security deposit, non-payment of bills in respect of the work performed by the petitioner and also proposes blacklisting of the petitioner and debarring him from participating in the tender process floated by the respondent - Municipal Council for three years. He submits that the Chief Officer has now received a proposal from the petitioner, especially reflected in the communication received by the learned Advocate Mr. Deshmukh for respondent no.4 - Municipal Council dated 18/12/2023.
