Heard the learned counsels for both sides.

It is the contention of the State Govt. that some time was required for communication with the department about the decision, then time is required for getting certified copies, time is also required for processing the matter and obtaining sanctions from various level. Nothing can be achieved by the Govt. by filing the Appeal late. The delay of 1362 days is caused in filing Appeal.
