The learned counsel for the petitioner submits that application filed by the petitioner on 26.04.2019 to allow the petitioner to use the stamp papers purchased on 16.03.2016 valued at Rs.1,10,000/- for the purpose of mortgage is pending with respondent no. 2. The learned counsel submits that the petitioner can still use the said stamp papers. Reliance is placed on the judgment of the Hon'ble Apex Court in case of THIRUVENGADAM PILLAI V/S. NAVANEETHAMMAL AND ANOTHER reported in (2008) 4 SCC 530.

The learned A.G.P. submits that respondent no. 2 would take decision upon the application of the petitioner on its own merits.

Considering the fact that limited relief is claimed by the petitioner seeking direction against respondent no. 2 to decide his application dated 26.04.2019, we pass the following order. 4.

Respondent no. 2 shall decide the application of the petitioner (Exhbit-'B', Page No. 9) expeditiously and preferably within a period of two (02) months. The petitioner may represent itself before respondent no. 2 and point out the judgment of the Apex Court as referred to supra. 5.

Writ Petition stands accordingly disposed of. No costs.
