Considering the cause of action, a Writ of Mandamus would not be issued against a private cooperative bank when the request for OTS scheme has not been accepted. 2.

The learned AGP representing respondent Nos. 1 and 3, submits that the Commissioner of Cooperation, would not have the power to deal with a representation of the Petitioner as regards a grievance that respondent No.2 has not accepted his OTS proposal.

In view of the above, with liberty to the Petitioner to approach an appropriate forum, which can deal with the dispute between the Petitioner and the cooperative bank, this Writ Petition is disposed off.
