Mr. Survase, learned counsel for the applicant submits that, due to the decision making process at various levels, delay of 73 days has occurred in filing appeals. 3.
Perusal of applications would show that delay has been properly explained.

Applications are therefore allowed without any order as to costs, except civil application No. 9474 of 2011. 5.
Appeals be registered according to due process of law. Upon registration of appeals, Mr. S.M. Jadhav, learned Asstt. Govt. Pleader and Mr. R. A. Deshmukh learned advocate, waive notice for respondents No. 1 and 2 respectively. 6.
As far as civil application No. 9474 of 2011 is concerned, applicant to take necessary steps against respondents No. 2 and 3 who are reported to be dead, within a period of six weeks.
