The petitioner and the advocate both are absent. A similar P.I.L. bearing no. 94 of 2016 was filed by this very petitioner, that was disposed of on 29.06.2017. The following order came to be passed: "01. The candidates who appeared for the selection process are not before the Court, but a non-government organization is before the Court. We fail to understand deficiencies or inability of the candidates themselves in approaching the Court to espouse their cause seeking declaration of appointment. Definitely, there must have been other category persons who participated in the selection process. If none of the appointments are made, we fail to understand why none of those candidates have approached this Court. In all probability, because of some other legal remedies, they must not have

Even otherwise, under the special enactment in question, Commissioner is appointed who could be approached by the aggrieved parties bringing to the notice about non-compliance of the obligations under the Act. The petitioner or even candidates themselves can approach the authority for redressal of grievance.
