This is a thoroughly belated writ petition.

Petitioner's claim for being placed in the appropriate scale of pay was rejected by an order dated 30.07.2009. Without challenging the order of rejection, the petitioner claims to have submitted representations one after the other. After the last representation dated 21.02.2019, the writ jurisdiction of this Court has been invoked on 02.05.2019.

The belated approach is sought to be explained by Mr. A. A. More, learned advocate for the petitioner by

wp7074.19.odt submitting that the petitioner was submitting representations with the expectation that the respondents would realize their mistake and do justice to him.

Law is well settled that submission of representations after rejection of the first representation cannot be a satisfactory explanation for the delay. If any authority is required, one may profitably refer to the decision of a bench of three-Judges of the Supreme Court in State of Orissa vs. Pyarimohan Samantaray, reported in (1977) 3 SCC 396.

We are, therefore, not inclined to entertain this writ petition.

The writ petition is dismissed. No costs.
