Though respondent No.2/Deputy Commissioner, Civil Supplies, Nashik, directed respondent No.4/ District Supply Officer, Ahmednagar to decide the proceedings within two months, respondent No.4 is not obeying the directions and the proceedings are still pending.

The learned AGPs cause appearances on behalf of

In view of the above, these Writ Petitions are disposed off with the following directions :- (a) Respondent No.4 shall follow the due procedure laid down in law and comply with the directions of respondent No.2 vide orders dated 02.11.2020 and 28.10.2022 in the respective petitions, and decide the proceedings by 15.10.2022, if not already decided.

(b) The petitioners shall appear before respondent No.4 on 01.08.2022. Notices would be issued by respondent No.4 to other stakeholders. All the stakeholders in the said proceedings would be given a reasonable opportunity of hearing. (c) Respondent No.2/ Deputy Commissioner, Civil Supplies shall call for an explanation from respondent No.4 as regards the disobedience of his directions dated 02.11.2020 and 28.10.2020 granting time limit of two months, and after considering the reply, issue appropriate orders including the order of punishment, if respondent No.2 is convinced that the conduct of respondent No.4 is glaring.
