Respondent no.2 refused to release grant in aid in favour of petitioner no.2 school on the ground of deficiencies recorded in the order dated 3rd November, 2015. The petitioner claims that he has valid explanation in respect of the objections raised on behalf of the respondents. It would be open for the petitioner to tender appropriate explanation or present a fresh application seeking release of the grants. If the petitioner approaches the competent authority with an appropriate explanation or with a request for releasing the grants on the ground of compliance of the deficiencies, the concerned authority may consider the request of the petitioner in accordance with the policy prescribed by the State in that regard.
