2] Perused the letter dated 29th May, 2015 issued by respondent No.3 to the petitioner giving reasons for withholding the documents. We are not accepting the reasons for withholding the documents. This petition, if remains pending would decide about the petitioner's caste claim. The respondent No.3 need not worry about the caste claim till this petition is pending. The documents, therefore, should not be retained. The documents are also required to be returned for further studies of the petitioner. We are not inclined to curtail or hamper the further progress of the petitioner. 3] The application is allowed.
