Civil Application No. 9490 of 2022 has been filed for condonation of delay of 11 days caused in filing the application for bringing the legal heirs of deceased respondent No. 4 on record in Writ Petition No.742 of 2020. Though the counsel for the respondents in the writ petition as well as in the civil application opposed the same, considering the peculiar facts and circumstances of the case, and for the reasons stated in the application, the delay is condoned. The application is accordingly allowed in terms of prayer clause 'B' and stands disposed of.

Civil Application No.9491 of 2022 has been filed for bringing the legal heirs of deceased respondent No. 4 on record in Writ Petition No.742 of 2020. For the reasons stated in the said application, the same is allowed and disposed of. 3.

Necessary amendment be carried out within two weeks in both the writ petitions.

The learned counsel for the petitioner seeks leave to add Union of India as party respondent in Writ Petition No.751 of 2020 and Writ Petition No.742 of 2020. Leave is granted. Amendment be carried out forthwith.

Issue notice to the added respondent - Union of India in both the writ petitions. The learned counsel, Mr. Bhagat, waives service of notice for the Union of India.
