We direct Respondent No.2 to take decision on the proposal submitted by Respondent Nos. 3 and 4 on 11th September, 2013, if already decision is not taken, as expeditiously as possible, and preferably within 12 weeks from today.

In case, the decision is favourable to the petitioners, the further process of processing the salary bills, approval etc., be completed by Respondent No.2

5830.16WP within four weeks thereafter. The entire exercise to be done within four months from today. We make it clear that we have not expressed any opinion on the merits of the said proposal.

The Petition stands disposed of in the above terms.
