The petitioner has put forth prayer clause 'B' and 'C' as under : - "B] By issuing appropriate writ, order or direction in like nature, may kindly issue direction agaisnt the respondent no. 2 Scrutiny Committee to decide the tribe claim of the petitioner as Mannervarlu scheduled tribe as early as possible or issue the validity certificate in favour of petitioner.

The learned advocate for the petitioner submits that the Internship Completion Certificate is necessary so as to enter into a twelve months' bond with the Government.

Having considered the pleadings, we find that there should be no difficulty in granting the Internship Completion Certificate as well as direct the Committee to decide the pending claim of the petitioner within a time period. However, to balance the equities, we find it appropriate to note that the petitioner would clear off all the dues of respondent no.3 - College while being given the Internship Completion Certificate.

In view of the above, this petition is disposed off. The petitioner shall approach respondent no. 3 - College and place a copy of this order before the concerned authority. The petitioner shall obtain the No-dues certificate by clearing off unpaid fees etc., and respondent no. 3 would then issue an Internship Completion Certificate to the petitioner. Let this exercise be completed on or before 15.07.2022.

We make it clear that the petitioner has made a solemn statement that this order would not be cited for taking any benefits of reservation.

Respondent no. 2 shall decide the pending tribe claim of the petitioner as expeditiously as possible and in any case on or before 31.12.2022. The petitioner shall appear before the respondent no. 2 - Committee on 04.07.2022 at 12:00 noon and thereafter participate in the proceedings as per the dates granted by the committee.
