For the reasons stated in the application, the same is allowed in terms of prayer clause (B), on condition that the applicant shall not be entitled for interest or any other monetary benefits for the delayed period of 1647 days in filing the appeal, besides for the period from the date of filing of the application i.e. 04.05.2019 to the date of this order, since the application has been circulated for the first time after about two and half years.

In appeals, issue notice to the respondents, returnable after twelve weeks. Learned AGP waives notice for respondent nos.1 and 2.
