In case the Second Appellate Authority is functioning, then the Second Appellate Authority shall decide the appeal filed by the petitioner after hearing all the parties concerned, on its own merits, expeditiously and preferably within four months from the date of appearance of the petitioner before it. 3.

The petitioner shall appear before the Second Appellate Authority on 27-07-2021.
