The petitioners rely on validity certificates granted by this Court, in favour of their blood relations. Admittedly, those validity certificates except one, have been granted subsequent to the order impugned herein, was passed. One of the validity certificates, namely that of Vikas Sonwane, was granted way back in 2018 and was not relied on, before the Scrutiny Committee.

The learned A.G.P submits that, Vikas was not shown in genealogy. Even she disputed, the relationship of the validity holders. According to her, the Petitioners need to prove/establish, their relationship, with those validity holders. The said exercise can well be done, before the Scrutiny Committee.

In view of the above, the Writ Petition partly succeeds in terms of the following order :
ORDER
i) Impugned order dated 04.04.2025 passed by the Respondent No.2/Scrutiny Committee is quashed and setaside. ii) The matter is remanded back to the Scrutiny Committee, to give the Petitioners, an opportunity to place on record, certain documents, including the validity certificates of his blood relations and establish the relationship with them.
iii) The Scrutiny Committee may also permit the Petitioners, to adduce any other material, which they wish to place on record, in support of their claim. iv) The Scrutiny Committee shall decide the petitioners claim, within a time frame of two months, from the date of receipt of copy of this order.
