Petitioner has already approached the Consumer Grievances Redressal Cell (hereinafter shall be referred to as "Redressal Cell") with an application for pointing out the grievances. The Redressal Cell has turned down the said application merely on the ground that the petitioner has approached this Court. In fact, the petitioner has sought only directions for expeditious disposal of the complaint presented by him to the Redressal Cell. The said Redressal Cell has passed an unusual order disposing of the complaint merely because the petitioner has approached the High Court.

We do not approve such attitude of the Redressal Cell. The order passed on 02.06.2016 by the Redressal Cell is quashed and set aside and the Redressal Cell is directed to take fresh decision on the complaint tendered by the petitioner, in observance of the principles of natural justice and in accordance with the provisions of law, as expeditiously as possible, preferably within a period of six weeks from today.

The petitioner has already deposited Rs. 3,00,000/- in pursuance to the order passed by this Court on 24.05.2016. In this view of the matter, the respondents shall not take any coercive action against the petitioner until the disposal of the complaint pending with the Redressal Cell.

With the directions as above, writ petition stands disposed of.
