We have heard learned counsel for the applicant and learned A.G.P. for respondent-State. 3.

The reason for the delay is that the applicant had preferred Special Leave Petition before the Apex Court and the Apex Court had permitted the applicant to withdraw the Special Leave Petition and granted liberty to file review petition.
