The grievance of the petitioner is that the validation proceedings is pending. The petitioner has completed his graduation, but his mark memo and other documents are withheld. 2.

The learned AGP, on instructions, submits that, the VC was already conducted, however the petitioner on 20-12-2020 submitted additional documents. The matter was referred again to the vigilance because of the fresh documents filed by the petitioner. The report of the vigilance is now awaited.

In fact, it appears that, the delay is caused in the validation proceeding because of the petitioner as the petitioner did Gajanan

not file all the documents initially.

The petitioner shall appear before the Committee on 26-07-2021.

The Committee shall endeavour to decide the proceedings within three months.

The respondents shall not withhold the mark sheet of the petitioner only on the ground that the validation proceedings is pending, however the other documents may be withheld till the petitioner produces the validity certificate. 7.

The respondents may take further course of action depending upon the judgment that would be delivered by the Committee in the validation proceedings.

It is further made clear that, the petitioner shall not take the benefit of reservation, unless and until the petitioner produces the validity certificate.

Writ Petition is disposed of. No costs.
