The learned counsel for the petitioner and learned counsel for respondent nos.2 to 4 are ad idem that the present petition is governed by the order dated 06.06.2019 in Writ Petition No.6317/2019 with connected writ petitions and the same order be passed.

The order of recovery is quashed and set aside.

The Government Resolution dated 24.08.2017 will have prospective effect and not retrospective and in that case benefit that was accorded to petitioner of excellent work in the year 2006 to
