The Petitioner has put-forth prayer clause-B, C and D as under: "B) By issue of writ of madamus or any other appropriate writ, the respondents be directed to process and take final decision on the proposal already submitted by the petitioner to run working women's hostel ('Sakhi Niwas') for Ahmednagar District. C) By issue of writ of madamus or any other appropriate writ, the respondents be directed to sanction the proposal submitted by the petitioner seeking permission to operate working women's hostel (Sakhi Niwas') for Ahmednagar District on priority basis. D) By issue of writ of prohibition or any other appropriate writ, the respondents no. 2 to 4 may kindly be restrained from inviting and processing the applications for running a working women's hostel ('Sakhi Niwas') for Ahmednagar District, pursuant to advertisement published in 'Daily Lokmat' dated 03/06/2023."

He points out a representation dated 16.03.2023 addressed to respondent no.3-herein. He submits that under the earlier policy. The petitioner had responded to the invitation for applications and after taking up a property on rent by executing a leave and license agreement, today, the Petitioner is paying rent for the said property which is offered for operating a working women's hostel (Sakhi Niwas). Surprisingly, the authorities have returned the proposal and thereafter put up an advertisement on 03.06.2023 in Dainik Lokmat calling for fresh applications up to 30.06.2023. 3.

In view of the above, this petition is disposed off with the following directions:

a) Without prejudice to the Petitioner's earlier application and the representation dated 16.03.2023, the Petitioner is permitted to respond to the advertisement and submit a proposal.

b) In the meanwhile, Respondent No.3 shall deal with the representation of the Petitioner dated 16.03.2023 and take a decision thereon, on or before 27.06.2023 and convey the decision to the Petitioner on its e-mail address mentioned at the bottom of the representation, forthwith.
