We have heard the learned Counsel for the Petitioners.

In other writ petitions involving similar issue, we have relegated the petitioners to avail the alternate remedy i.e. approach the Joint Director. In light of that, we follow the same course in the present matter also.

In light of above, writ petitions are disposed of with liberty to the petitioners to avail alternate remedy. In that event, all contentions of the parties are kept open.
4.
For a period of fifteen (15) days, the interim orders passed by this Court shall continue in favour of the petitioners so as to enable them to approach the appellate authority and seek necessary orders.

Needless to say, on lapse of fifteen (15) days, the interim protection granted by this Court would come to an end.

The appellate authority shall consider the documents produced by all the parties and shall take decision on its own merits.
