The learned Counsel for the petitioners submits that the petitioners have filed applications for grant of permission to open General Nursing Midwifery (GNM) Colleges.

Mr Narwardkar, learned Counsel for respondent no.2 submits that the petitioners are required to obtain essentiality certificates from the Government and further submits that the applications submitted by the petitioners were for the year 2019-2020. The petitioners have to submit fresh applications. The learned Counsel submits that the applications are for the perspective plan for the year 2019-2023. perspective 2.
It is for respondent no.2 - Board and the Government to consider the relevant aspects of the matter.

The respondent no.2 - Board may process the applications filed by the petitioners on its own merits and if maintainable, take further steps in accordance with law. The procedural formalities shall be followed.
