Petitioner is objecting to the tender notice issued by the Rural Development Department calling E-Bids in respect of construction of roads in the rural area. Petitioner contends that the contractors registered with Public Works Department and Rural Works Department are permitted to participate in the tender process. Petitioner places reliance on the resolution dated 20.04.2007 issued by the Rural Development Department to contend that the contractors from Rural Development Department shall only be permitted to participate in the tender process. On perusal of the Government Resolution, such inference cannot be gathered. No prejudice is caused to the petitioner by action of the State Government in enhancing competition amongst two different classes of contractors. Writ petition is devoid of substance hence stands rejected.
