The petition suffers from delay and latches. The orders of imposing penalty were passed way back in January - 2011 and February - 2013, respectively. The said orders are taken exception after 12 years i.e. in 2023. The orders impugned herein indicate that the petitioner was given show cause notice and he did not file response thereto. While orders were to be passed, he was given personal hearing. What was transpired during the said hearing does not find part of the order. Only on the sole ground of delay and latches, we are not inclined to entertain the petition. In view of the above, Criminal Writ Petition stands disposed of. [ NEERAJ P. DHOTE, J. ] [ R. G.
