It is informed that on account of failure of the institution to appoint Headmaster, pay bills of teachers are not forwarded to the Zilla Parishad and as such, the teachers are made to work without payment of monthly salary since last one year. Learned counsel for respondent-institution informs that one Mr. Jambhale was appointed as the Incharge Headmaster however, he has also tendered resignation and left the job.

It is the responsibility of respondent-institution to appoint a permanent Headmaster. Until substantive appiontment is made, the institution can authorise the seniormost teacher in the school to tender the pay bills and, the Education Officer shall accord approval for such arrangement and shall accept the bills tendered

Learned counsel for respondent no. 3 - institution, informs on instructions, that the name of the seniormost teacher would be communicated to the Zilla Parishad within a period of two weeks from today. Zilla Parishad shall accept the salary bills tendered through the seniormost teacher and shall process the same and pay admissible salary in favour of the employees functioning in the school. The management shall perform its obligation of appointing a permanent teacher in accordance with the rules framed in that regard expeditiously.

With the directions as above, writ petition stands disposed of.
