There is an innocuous prayer in the petition in as much as the petitioner has sought direction to the respondent Nos.1 to 3. Accordingly we direct the respondent Nos. 1 to 3 to decide the representation dated 28.05.2016, and also proposal sent by the Regional Deputy Commissioner, Social Welfare Department, Nashik by his forwarding letter dated 08.08.2016 in the light of Government Resolutions dated 05.03.2011 & 20.10.2016 issued by Higher and Technical Education Department as expeditiously as possible, however, on or before 16.03.2018 on its own merits and in accordance with law and keeping in view the Government policies on or before
