The learned counsel further submits that the petitioner does not have personal interest in the matter. The petitioner has filed a complaint.

In case, the petitioner does not have personal interest, then the matter would be in the nature of public interest litigation. 4.

In view of that, it is for the petitioner to take appropriate steps.
