The petitioner has specifically put forth a prayer that respondent Nos.3 and 4 should execute/comply with the order dated 14/06/2019, passed by respondent No.2 - Joint Director, Vocational Education and Training, and also grant 9% interest p.a. This petition is filed on 28/06/2022.

Respondent Nos.3 and 4 are private educational Institution and College. They would not fall within a definition of the State under Article 12 of the Constitution of India.

Nevertheless, we deem it appropriate to direct respondent No.2, to initiate such steps, as are permissible in law, to ensure that his order dated 14/06/2019 is obeyed and followed. Let such exercise be completed on or before 15/10/2022. 4.

This petition stands disposed off.
