1] This petition can be disposed of by issuing directions to the respondent no.2 to take decision on the validation claim presented in 2015 in respect of the certificate issued to the petitioner as expeditiously as possible and preferably within a period of one year from today and it is accordingly directed.

2] In the meanwhile, the respondent no.3 shall not take any adverse action against the petitioner on the ground of his failure to submit validation claim and shall take

WP 6648/16 - 2 - appropriate action according to the decision that would be rendered by the scrutiny committee in respect of the validation claim of the petitioner.

3] The writ petition is disposed of accordingly with no order as to costs.
