By this civil application, the applicant (Shashikant Kulkarni) prays to be arrayed as the respondent in the pending Writ Petition No.5295/2019.

I have heard the learned advocates for the respective sides. The Honourable Minister has passed the impugned order dated 14.11.2018 in two matters, viz. Appeal No.215/2016 and Appeal No.331/2018. The petitioners have specifically challenged the order dated 14.11.2018 in Appeal No.215/2016. None of the parties to Appeal No.331/2018 are before this court, inasmuch as, the said order applicable to the said proceeding has not been challenged.
