In the morning we had heard the learned counsel for the petitioner. We had asked the learned counsel as to his locus. The petitioner claims to be the social worker. In the petition no details are given of the social work done by the petitioner. The petitioner has not placed on record the Government Resolution dated 08.06.2016 relied by the authority in the order, though the petitioner relies on the Government Resolution of the year 2010.

The petitioner does not have locus to assail the appointment made of respondent No. 4 as a President of the Committee. 3.

As observed above, the petition is bereft of any of details about the social work done by the petitioner. 4.
