The proposal seeking approval to the appointment of the petitioner is not considered and is in fact sent back seeking explanation from the Management. It is stated that the Management has given explanation on 3.11.2015.

The petitioner it seems is appointed

2 W.P.No.6420/16 prior to GR imposing ban on recruitment. The petitioner it seems has put in service of seven years.

Considering above, we pass the following order :

a) The Respondent authority shall consider the proposal seeking approval to the appointment of the petitioner and shall consider whether on the date the petitioner was appointed, the post was available and whether the appointment was as per the roster point so also consider observance of selection process i.e. advertisement, interviews being conducted and decide the said proposal afresh expeditiously, preferably within four (4) months.

b) The Writ Petition is disposed of. No costs.
