The learned counsel for the petitioners submits that the respondent No. 2 is competent to take decision upon the proposal of the petitioners for start of 8th standard on the basis of natural growth. The petitioners are running school from 1st standard to 7th standard. 2.

We have also heard the learned A.G.P. for respondent Nos. 1 to 3. 3.

In case, the petitioner's proposal for start of 8th standard is pending with respondent Nos. 2 and 3, then the respondent Nos. 2 and
