We have heard learned Counsel for the parties. 2.

The respondent no.8 had approached the Committee constituted under the Circular dated 13.2.2015, for vindicating his grievance as against the act of omissions and commissions of the revenue authorities.

The Committee set aside the mutation entry in favour of petitioners and that too without notice to the petitioners. 4.

The Committee constituted under Circular dated 13.2.2015 is not quasi judicial authority. It is only for the purpose to oversee the working of the revenue officers, the Committee constituted under the Circular dated 13.2.2015 could not have exercised the quasi judicial powers.

Further, the Committee has also set aside the mutation entry in favour of the petitioners without notice to the petitioners and without hearing the petitioners.

For the aforesaid reasons, the impugned order dated 29.5.2018 passed by the Committee is quashed and set aside. The parties are at liberty to take appropriate steps under the provisions of the Maharashtra Land Revenue Code.
